Error description
A new Mode Table was created with a missing JCL card causing the job to create a module with the size of 0000 bytes. // DD DDNAME=SYSIN was missing in the JCL. When the new major node was activated with the new mode table the following messages were issued and VTAM went into a loop. V NET,ID=APPLDEF,ACT IST097I VARY ACCEPTED IST320I DEFINITION APPLDEF NOT SUCCESSFUL - INSUFFICIENT STORAGE IST330I TABLE TYPE = MODETAB NAME = NEWTAB IST072I VARY ACT FOR ID = APPLDEF FAILED DURING NETWORK DEFINITION At this point, no commands could be issued and VTAM had to be restarted.
Local fix
Fix the table and restart VTAM.

The solution for this APAR is included in CS for zOS Version 2 Release 2. ISTSDCIO will be modified to dechain the model APPL RDTE before it is freed. This APAR is fixed in HIP61C0 and HIP61D0 by APAR OA44082.
