Error description

• NetView is accessing the Canzlog archive datasets too early
  (before HSM is started). Document implications with NetView APAR
  OA40960.
  NetView's attempt to access the Canzlog archive datasets prior
  to SA starting HSM (Hierarchical Storage Management) can result
  in a lockout situation. SA cannot start HSM because it's queued
  up behind NetView's request to access archive datasets.
  Solution:
  NetView APAR OA40960 introduces a new CNMSTYLE statement,
  ARCHIVE.ACCESSDELAY. This tells NetView how long to wait before
  attempting to access any archive datasets (normally, when HSM
  is expected to be available).
  When the delay time expires, a 'RESTYLE ARCHIVE' is performed
  and access to archive datasets takes place.
  To allow access as early as possible, the 'RESTYLE ARCHIVE'
  command can be coded/issued as a POSTSTART command for
  application HSM. When the RESTYLE ARCHIVE is issued before the
  ARCHIVE.ACCESSDELAY timer expires, the outstanding timer is
  canceled, to avoid another RESTYLE ARCHIVE from being issued.
