Error description

• Received valid BNH236E, BNH237E and DSI213I messages when
  issuing the 'AOCHELP SDF' command from a user ID that does not
  have access to '*.*.READSEC.DSIPARM.*', but then AOCHELP
  (AOFRAHLP) does not exit gracefully, see below:

Local fix

• Grant access to the command identifier '*.*.READSEC.DSIPARM.*'
  for the user ID trying to issue the command if they should be
  authorized to issue commands.
  Install this fix so that SAz/OS exits gracefully when a user
  should not have command authority.
