provisionn for a user cancelling an SCLM edit session

Local fix

  • Update the 'SCLM EDIT' Application (option 4 in EAC) to
add a new High Program Low Progam pair of
ISRSCLM FLME$CAN

1.  FLMESCAN is not catered for in the default SCLM rules
    supplied with the product.
