Error description

• Base product does not include in the suggested sample rules
  provisionn for a user cancelling an SCLM edit session
  

Local fix

• Update the 'SCLM EDIT' Application (option 4 in EAC) to
  add a new High Program Low Progam pair of
  ISRSCLM FLME$CAN
