Error description
An application can use the XPage time zone property and have it set to browser time zone so the users can view the Date and Time using their local time. However, since we switched to daylight savings time, non-US based users see that the date-time is off by 1 hour.
Local fix
One option is to set the XPage time zone property to Server time zone but users not in the same time zone as the server has to manually figure out the date and time instead of just entering the local date-time.
