You have chosen to register users without passwords for the Note IDs, and the Notes IDs will be kept in the IDVault. Users will access mail through iNotes. A user receives a message encrypted based on the Notes ID public key. When he opens the message with iNotes he is prompted to enter a password or cannot continue. No string entered will allow access and decrypt the message. You register a user with no password for the Notes ID. You import the ID manually into the mail and when prompted enters any string and is successful in importing the Notes ID. The user opens an encrypted message, gets no prompt for a password, and the messages opens successfully unencrypted. The Notes client has not issues with using an ID with not password in these cases.
Manually import the Notes ID into the mail file.
