In a Forms Experience Builder (FEB) application you can configure special actions to occur when the form is submitted. One such action is to dynamically assign users to a role, where the role defines who has access to view/edit the form record. It is common to query an LDAP, using a service, to return the users based on some criteria. If a user that is being assigned to a role in this way has not logged into FEB then the assignment will fail.
Have all users login to FEB before using any applications so that a record id is created in the system.
This issue is resolved in the 8.0 Fix Pack that can be retrieved from Fix Central
