Error description
Linking binary with -qipa option causes the following error at runtime: rtld: 0712-001 Symbol <some symbol> was referenced from module <some module>, but a runtime definition of the symbol was not found.

Problem summary
Link error - unresolved externals with -qipa.
Problem conclusion
We should not be changing variables which are used in static initializations to MT_STATIC since those uses can be in another compilation unit which references them. In that case they need to be kept as externals.
Temporary fix
