• For some programs, that use runtime linking (-brtl option),
  static constructors are not run when the program starts.

Problem summary

• A program affected by this problem has the following properties:
  1. the program uses -binitfini to identify an initialization
     function and that function calls loadAndInit() (or dlopen()).
  2. the internal tables that keep track of static
     initialization need to grow in size to handle the
     initialization of library being loaded by the call to
     loadAndInit() from the function in 1.
  

Problem conclusion

• The static initialization tables are now grown in this
  circumstance so that all static initializations are completed.
