Problem conclusion
A fix will be available in IBM BPM V8.5.7 cumulative fix 2017.03 that allows process searches that are performed with administrator authorization to return taskless process instances based on business data conditions. Note that the javascript-administrative-search-processes-with-user-authorizati on configuration setting must be off to disable checking for task-based authorization.
