Error description

• Performance of the stagingprop utility might be unacceptably
  slow during the propagation phase.
  
  This can be alleviated with a supplementary index on the STAGLOG
   table.
  

Local fix

• Manually create an index on STAGLOG like the following snippet:
  
  CREATE INDEX I0001538 ON STAGLOG
  (STGTABLE,STGPROCESSED,STGRFNBR,STGSTMP);
