Error description
SERVER_MIGRATION_FAILURE error message in seen in the SystemOut.log file for every instance during an instance migration with a policy file. Upon further review of the instance we can see that all instance were migrated successfully and no tokens needed actions so the error can be thrown when there is no issue. Additionally the error message is very vague regard why it is thrown. Normally it means that the instance was successfully migrated but a failure occurred while processing token move or delete operations. You would need to look for FFDCs or previous errors to know the cause. The error could be improved to contain this info.
Local fix
Enabling the alwaysSaveSearchableVariables configuration should avoid the error incorrectly being printed but will add some additional overhead. This configuration change would need to be to a 100custom.xml file change: <server> <instance-migration merge="mergeChildren"> <always-save-searchable-variables merge="replace">true</always-save-searchable-variables> </instance-migration> </server>
Problem summary

Problem conclusion
