Error description

• Balance Optimization tool creates an incorrect creation of the
  SQL "ON" Clause.
  

Local fix

• The resulted SQL can be modified manually.  In this particular
  case it had to be modified from:
  
  on (BALOP_4.ID = BALOP_8.ID)
  where BALOP_4.FIELD_COND = 99) BALOP_9;
  
  to:
  
  on (BALOP_4.ID = BALOP_8.ID AND BALOP_4.FIELD_COND = 99))
  BALOP_9;
