Error description
If you change the primary admin user after you create the IBM Business Process Manager (BPM) profiles and later try to create a new deployment environment (DE) by using the administrative console DE wizard when logged in as the IBM BPM cell admin user, you see following error in the administrative console: The login user ($CellAdmin) does not have required access to create a deployment environment. Use cell administrator ($PrimaryAdmin) to log in.
Local fix
- Change the WebSphere Primary Admin user same as CellAdmin user - Restart the Deployment Manager - Log as CellAdmin user - Create the new Deployment Environment

Problem conclusion
A fix is available for IBM BPM V8.5.5 that allows cell admin users to create a new deployment environment irrespective of what the WebSphere Primary Admin user is. On Fix Central (http://www.ibm.com/support/fixcentral), search for JR50819: 1. Select IBM Business Process Manager with your edition from the product selector, the installed version to the fix pack level, and your platform, and then click Continue. 2. Select APAR or SPR, enter JR50819, and click Continue. When you download fix packages, ensure that you also download the readme file for each fix. Review each readme file for additional installation instructions and information about the fix.
Temporary fix
Log in by using the primary admin user to create the IBM BPM deployment environment.
