You cannot refresh user fullname changes from the IBM WebSphere Application Server user repository when you use REST API.

Problem summary
Although the user fullname is initially loaded from the IBM WebSphere Application Server user repository, changes to the user fullname in the WebSphere Application Server user repository that occur after the initial loading are not updated in the IBM BPM database. As a result, all users retrieve obsolete fullname when they use REST API for this user.
Problem conclusion
A fix is available that adds a new action policy, ACTION_REFRESH_USER, that gives administrators the ability to refresh user data. The default administration group for ACTION_REFRESH_USER is tw_admins. This administration group allows members of the group to refresh user fullname and group memberships by using the user or users REST API resource.
