• When you use an outbound web service to invoke a web service
  provider that runs on Tomcat you might receive the following
  error:

  emException:
  The given SOAPAction <SOAPAction_Name> does not match an
  operation.

  *                  Advanced, Standard, and Express             *
  ****************************************************************
  * PROBLEM DESCRIPTION: The Web Services Description Language   *
  *                      (WSDL) file defines the SOAP            *
  *                      operations. Each operation might        *
  *                      contain a SOAPAction tag. The           *
  *                      SOAPAction tag is optional. If the      *
  *                      web service contains WS-Security,       *
  *                      then the SOAPAction must contain the    *
  *                      content that the security handler       *
  *                      requires to process the message         *
  *                      correctly.                              *
  *                      In this case, the WSDL file does not    *
  *                      contain the SOAPAction tag or it        *
  *                      contains empty SOAPAction tags. The     *
  *                      WS-Security related option has not      *
  *                      been configured. When the SOAP          *
  *                      request is generated, a default SOAP    *
  *                      action is generated by the operation    *
  *                      name and port. For some web service     *
  *                      providers, such as Tomcat server, the   *
  *                      server returns the following error:     *

  When you use an outbound web service to invoke a web service
  provider that runs on Tomcat you might receive the following
  error:

Problem conclusion

• A fix is available that updates the code logic on the SOAP
  action generation. The default SOAP action is no longer added
  to the request if no WS-Security related options are configured.
  
  On Fix Central (http://www.ibm.com/support/fixcentral), search
  for JR49041:
  
  1. Select the product group, product, installed version, and
  platform, and click Continue.
  2. Select APAR or SPR, enter JR49041, and click Continue.
