JR47787: SEO URL is broken when the default language is changed

Error description

• When we switch default language in Commerce Management Center
  (CMC), the StoreToken does not get switched/registered with the
  new default language.
   The StoreToken keyword only applies to the old default
  language.
   As a result, the SEO URL can't be found for the new default
  language and the old URL is used on the storefront.

Problem conclusion

• The SEO URL construction was always based on the urlLangId
  parameter. The store's default language was used as a fallback
  language when a keyword could not be found in the language
  specified by urlLangId. This behavior has undergone a change.
  The fallback language for the constructing SEO URLs is decoupled
   from the store's default language. A new configuration called
  wc.seo.defaultURLLangId is provided to set the fallback language
   for SEO URL construction. This is configured in the STORECONF
  table. It is important to ensure that keywords are always
  defined in this language to ensure that there are no failures
  during URL construction.
