Local fix
Problem summary
In DataStage server jobs, the SOUNDEX and ICONV with S code functions in BASIC transformer stages can return unmappable strings when the first character in the data is not between A-Z or a-z.
Problem conclusion
Introduced an environment variable DSE_SOUNDEX_BEHAVIOR. When set to 1, an empty string will be returned from soundex if the first character is not A-Z or a-z.
