The snapshot ID shown is for the Process Portal process application but this ID is to the incorrect version (7.5.1.0) instead of 7.5.1.1.
Problem conclusion
Changed the URLs used in the css files so that they are now relative. This works because the referenced assets are also managed assets found in the System Data toolkit. Install/Dependency information is available in the readme.txt on FixCentral. When the user goes to the download files page in FixCentral, the readme will be available with the fix package as a separate download.
