Error description

• This APAR is a followup to APAR JR44233. That APAR fixes a
  problem
  where the pivot stage stripped off the microsecond part of
  timestamps.  However after that fix the code still gave a
  misleading warning:
  Pivot stage warning Data string '00:00:00' does not match format
   '%yyyy-%mm-%dd %hh:%nn:%ss': the value for tag %yyyy has fewer
  characters than expected
