Error description

• The parameter WaitingPeriodForUniqueCodeRelease in the Promotion
  configuration file
  xml\config\com.ibm.commerce.promotion-fep\wc-admin-component.xml
  controls the number of minutes until a unique promotion code
  applied by a guest shopper from an abandoned order is released
  and can be applied by another customer. This flag is not being
  respected in the promotion runtime for all cases. As a result
  the promotion code is not being released and can not be
  re-applied.

Problem summary

• USERS AFFECTED:
  WebSphere Commerce users on V7.0 who use unique promotion codes.
  
  PROBLEM ABSTRACT:
  The WaitingPeriodForUniqueCodeRelease configuration parameter
  for the Promotions engine may not work correctly in all cases.
  
  BUSINESS IMPACT:
  Unique promotion code is not released if order is abandoned and
  so the code can not be reapplied.
  
  RECOMMENDATION:
  

Problem conclusion

• A check was added for state 4 (applied to order) in the validate
  promotion code method so that it will return true and the 'if'
  statement will continue to execute the second condition of
  checking whether the code can be released to the current order.
  This allows for a promotion code to be released and re-applied.
