JR44397: Start task REST API does not always return step name when one should be included in the response

APAR status

• Closed as program error.

Error description

• The Start task REST API response contains the name of the step
  as it is defined in the Human Service definition when the task
  is not yet finished. This does not work in two cases:
  
  - the running instance is a named snapshot and the current
   version of the service is being modified
  - a TWX file containing a new snapshot for the process
   application containing the Human Service definition is imported

  Problem Conclusion:
  The fix guarantees that the version of the service definition
  that is looked at for determining the step name
  is the one that is running and not the current version.
