Users and Groups are defined in an external user repository.
WLE internal security groups are mapped to the external user
repository's groups or created with the API. When new users
are added to some of external user repository's groups or
internal security groups, dynamic groups are not automatically
refreshed. Performing a Full Synchronization does not help,
nor does going to ProcessAdmin, Installed Apps, Role Bindings,
and clicking on the Refresh link in front of PGs.
The problem occurred due to a bug in which we were getting
external users from the external user repository in an
    inappropriate way.
    Steps to reproduce:
    1. create a BPD with one activity
    2. route this activity using an expression like
"who match expression "ROLE:"+<name of an internal security
    group>

repository's groups or created with the API.
    3. Add new user to some of the external user repository's
groups or internal security groups that are involved in your
    expression.
==> Note that the dynamic groups are not automatically
    refreshed.
    Expected result: automatic refresh.
