Error description

• The method MarketingEngineCache.removeElement checks if an
  object is in the cache before removing the object from the
  cache.  The element might not be cached in the current JVM, but
  the invalidation still needs to be issued against other JVMs in
  a clustered environment.

  WebSphere Commerce users who use the Management Center Marketing
  tool in a clustered environment.
  
  PROBLEM ABSTRACT:
  Marketing element cache invalidation is inconsistent across
  JVM's in a clustered environment.
  
  BUSINESS IMPACT:
  The Marketing registry may not be in sync in a clustered
  environment.

• Removed the check if an object is in the cache before issuing
  the dynacache invalidation in the method
  MarketingEngineCache.removeElement.
