Local fix
Problem summary
orchadmin dump with -delim -name truncates the data on Windows. E.g. orchadmin dump -delim %%PEEK%%DELIM%% -name -n 11 -skip 0 -p 1 out3.ds
Problem conclusion
On windows the end of data is handled without flushing the available data. This is fixed in this patch.
