Error description

• In Cross-Cluster environment, after stopping an application,
  the corresponding Failed Events (avaialble in the Failed Event
  Manager) do not contain Business Data.
  Those Failed Events cannot be resubmitted and fail with the
  following exception.

  corresponding to them contain no data. Resubmitting these
  cause an error die to this missing data.
