APAR status

  • Closed as program error.

Error description

  • When DB2 is autostarted during system startup, it attempts to
start the licensing service, which is not allowed by Microsoft
Windows SDK. This results in a long wait while the attempt
    times out.

Local fix

  • The workaround is to disable license checking with this command:

    db2licm -p <product ID> OFF

    and then reboot the system.

    e.g. "db2licm -p db2exp OFF" disables license
    checking for DB2 Express Edition
