APAR status

• Closed as program error.

Error description

• Memory leak is being detected where memory utilization by
  db2syscs.exe services.exeare growing.
  Actual stack appears to be:
  OpenScManager
  LicDaemonStartService
  LicDaemonStart
  sqllcConnectUser
  This issue was reported when customer was using concurrent user
  policy.
  

Local fix

• Turn off concurrent user policy to disable the call to start
  license daemon.
  db2licm -p db2consv off
