IZ97978: VERBOSE GC LOGGING DOES NOT FAILOVER TO STDERR

Error description

• Error Message: JVMJ9GC063E Unable to open file
  'c:\directory\gc.log' for writing
  JVMJ9VM015W Initialization error for library j9vrb24(3): Failed
  to initialize
  Could not create the Java virtual machine.

  Stack Trace: N/A
  .
  When the filename given to -Xverbosegclog fails to be created,
  the VM fails to initialize and does not failover to STDERR as
  per the Diagnostics Guide
  

Local fix

• Ensure that the full path given to -Xverbosegclog exists and can
  be written to by the JVM.
  

Problem summary

• The problem is caused due to the verbose logging not attempting
  to create the directories for the GC log or failing over to
  STDERR
  

Problem conclusion

• This defect will be fixed in:
  6.0.0 SR10
  5.0.0 SR12 FP5
  .
  The JVM has been updated to attempt creation of the missing
  directory structure and if this fails it will place the verbose
  GC output or logging to standard error (stderr)
  .
  To obtain the fix:
  Install build 20110418 or later
