Local fix

Problem summary

• Recently, implementation of few ORB APIs was modified which in
  turn caused *issues* in finding resources and resulted in
  ExceptionInInitializerError to be thrown at the RMIC time.
  

Problem conclusion

• This defect will be fixed in:
  5.0.0 SR12 FP4
  .
  The ORB codebase has been updated to allow resource bundles to
  be loaded, doing so would prevent the
  
  ExceptionInInitializerError from being thrown.
  .
  To obtain the fix:
  Install build 20110520 or later
