Error description

• Changes that are deployed via a release are staying in
  "Wait for Release" status and not changing to 'COMP'.  Thus
  the change is not entering the next activity in the job plan.
  
  Steps to reproduce:  Deploy changes via release.
  
  Current Erroneous Results:  Changes are stuck on "Wait for
  Release" status.
  
  Expected result:  The status should go to 'COMP'.

Local fix

• Edut escalation PMCHGWAIT and on condition filed, replace the
  code with the following:
  
  status in (select value from synonymdomain where
  domainid='WOSTATUS'
  and maxvalue='INPRG') and (pmchgrelid is not null) and
  (pmchgrelstate = 'INIT' or pmchgrelstate='FAIL')
  

Problem summary

• Remove the third escalation point under PMCHGREL and the problem
  will be solved.
