Error description
Error Message: Locale variable returns the incorrect locale on Windows Vista and above machines with a non en_US base install . Stack Trace: N/A . This can be identified by examing the system registry: Start->Run-> regedit, browse to Computer\HKEY_CURRENT_USER\Control Panel\International and confirming that Locale and LocaleName do not match each other, compare the hex value in Locale against this page: http://msdn.microsoft.com/en-us/library/dd318693 This issue is detailed on the following MSDN blog: http://blogs.msdn.com/b/michkap/archive/2010/03/19/9980203.aspx
Local fix
Open Regional and Language Options Under "Format" pick anything else. (eg: English (United States)). Press "Apply" Under "Format" pick your desired locale (eg: English (United Kingdom)). Press OK.
Problem summary
The problem occurs due to a change in a Windows API method and invalid Windows Registry.
Problem conclusion
This defect will be fixed in: 5.0.0 SR12 FP5 6.0.0 SR9 . The JVM port library has been updated to use a different Windows API method. . To obtain the fix: Install build 20101008 or later
