Local fix

Problem summary

• JNDI Strips DBCS/non-ASCII characters in the LDAP Referral,
  resulting in NameNotFoundException
  

Problem conclusion

• This defect will be fixed in:
  6.0.0 SR9
  .
  JNDI code is modified to handled the decoding of DBCS/non-ASCII
  characters properly.
  .
  To obtain the fix:
  Install build 20100717 or later
