Local fix

Problem summary

• VMs running as root can not attach to other users' VMs
  

Problem conclusion

• This defect will be fixed in:
  6.0.0 SR8
  5.0.0 SR12
  
  Changes have been made to ensure the VM owned by root user can
  be attached to other user's VMs.
