Problem summary
OS specific check on Turkish locale is not honored. On windows when the JDK starts we check whether it is running on a Windows operating system and IPv6 is supported. If IPv6 is supported then, we create 2 sockets one for IPv4 and another one for IPv6. The problem here is that the check for running on Windows is not correct on the Turkish locale. Because of this only one socket is created and the application will not bind to Ipv6 socket
Problem conclusion
This defect will be fixed in: 5.0.0 SR11 FP1 . The JDK is fixed so that the check for the Windows OS works in all locales. . To obtain the fix: Install build 20091218 or later
