Error description

• NortelCSL VMP during thier internal testing, and is about
  missing event for inactive source alarming for Batch Collection
  Workflow. The problem is, there will be no event being triggered
  when no file is available to be collected by BatchCollectionWF.
  The fix should enable the workflow to trigger the inactive
  source alarm when no file is available for collection.
