  Problem Description:
  1) "Universal Messages" situations cause high CPU on TEMS
  and/or on stand-by TEMS
  2) Situations with 'Compare Time to a time' function fail
  to start with these error messages in the agent trace log:
  
  kraafira.cpp,3080,"Validate") Bad filter object for request
  requiring pre-filter.
  kraafira.cpp,3082,"Validate") Abort the request.
  kraarpc.cpp,331,"IRA_NCS_StartAgent") Unable to start new
  request <situation_name>
  
  Detailed Recreation Procedure:
  
  To reproduce the 1) problem
  
   1. Create a new situation against the TEMS in the situation
      editor
   2. Specify the "Universal messages" in the attribute group
      section
   3. Distribute the situation to the *ALL_CMS
   5. When situation becomes True,  the CPU for TEMS
      process 'kdsmain' significantly  increases
  
  
  To reproduce the 2) problem
  
  1) Create a situation containing 'Compare Time to a time'
      function
  2) Situation fails to start on the agent
