IY98828: UNABLE TO CHANGE "ADMIN" PASSWORD ON WINDOWS INSTALLATION

Error description

• This issue was thought to be a security manager issue at first,
  however the problem only happens on the windows server.
  The version of  NGF is 1.0.129. The steps to recreate are as
  follows:
  1) Shut down the RAD
  2) Use ngf_resyncadminuser to change the admin user's password
  3) Start RAD
  4) Login as any user
  You should see a message that will not allow you to view the
  viewpoints on the page.
  
  There was one issue where the admin user's password was not
  being read from the server.props within RAD. Now that is not
  the case as this issue was fixed with a different PMR.
  
  During our troubleshooting, we also tried created a different
  default page for our user to make sure it wasn't a RAD issue.
  We created a custom psml page with the version information
  viewpoint, and we had no permission to view that page either.
  

Local fix

• Not aware of a fix or work around at this time.
