Can not assign resource using resource manager.

Problem summary

  • The resource data needed to be sent to the  Legacy Availability
section applet correctly.

Problem conclusion

  • Several issues were fixed in the Legacy Availability section.
One prohibited loading when there was resource data, another
caused assigning a resource to a task not to work and spin
indefinitely.
This is targeted to the 1h2017 release.
