Local fix

Problem summary

• With APAR IV77988, the path is processed with platform encoding
  instead of file encoding. The output became garbage as the
  EBCDIC characters are not converted to the ASCII for the
  Path.toUri method.
  

Problem conclusion

• The JDK has been updated to convert the EBCDIC characters to
  ASCII characters for Path.toUri method.
