Error description

• Customer has seen that sometimes when modifying metadata task
  has a unique constraint error on PK_GUI_INSTANCE recorded in
  the log, this causes the WF instance to be saved and creates a
  performance impact.

Problem summary

• When the Platform sends in a whole batch of SQL statements, if
  a primary key exception happens upon insertion, we need to try
  the batch over again, one at a time, and catch the dup key to
  make sure all the data is saved.  We only care that the rest of
  the batch is saved.
