IV92514: AFTER UPGRADE TO 12.1.4 CANT SYNC FULL ON DGN FILES IN MICROSTATION WHEN THERE IS A SPACE WITH MORE THAN 14 PE

Error description

• After upgrade from CI 12.1.1 to 12.1.4 find that In Cad
  Integrator for Microstation cannot do a Sync Full command
  successfully if there are more than 14 people assigned to any
  space.  You will be kicked out of Microstation or get a message
  indicating that MicroStation has stopped working and be forced
  to Close the progra.

Problem summary

• The issue happens when there is a label applied that is very
  long, for example the 'People' label style appends every person
  to the label string.   If the string is 'too long', i.e. more
  than 256 characters, it overflows the a char buffer on the
  heap, causing stack corruption, usually causing MicroStation to
  crash immediately.
  

Problem conclusion

• Resolve an issue in MicroStation where long label style results
  generated as a result of full sync, for example full sync with
  the "People" label style where a space has a large number of
  people in it, could cause MicroStation to crash.
  This is targeted to the 1h2017 Cad Integrator release
