Error description

• This is a problem with doc in which newer version (eg 630 FP2)
  seem to be misleading and GA version (630 GA) seems to be
  correct.

  Here it's documented:
  tacmd createsystemlist
  {-l|--list} LISTNAME
  [{-t|--type} TYPE]
  [{-m|--system} SYSTEM]
  and states that -m is optional when -t is used:
  -m|--system
  Name or names of the managed systems. Specify a string of
  letters (upper or lower case), numbers, periods (.), at symbols
  (@), dollar signs ($), asterisks (*), number signs (#),
  underscores (_), colons (:) or blanks ( ). This option is
  optional when specifying -t|--type or when specifying
  -b|--basedOn.
  Anyway as per L3 analysis, the user is required to provide the
  -m parameter in all the cases to avoid problems with product
  with dynamic affinities.
  This is the way it was documented in v630 GA manual.

• The command should return an error to the user if the user fails
  to specify the -m command line option when they use the -t

Problem conclusion

• Incorrect, and contradictory information is provided in Tivoli
  Composite Application Manager for Applications 7.2.1.
  
  Users should reference documentation whose origins are from the
  Product which produced the product rather than from sources not
  directly involved with its development.
  

Temporary fix

• Utilize the command as recommended in the 6.3.0 product
  documentation. Always specify the -m option when the -t option
  is specified.
