Error description

• The issue is that "conman display" shows garbled DBCS
  characters in description field on the following environment.
  
  Environment:
  MDM: TWS 8.6.0 on Windows 2008 R2
  
  Replication steps:
  1. Define job and job steam with DBCS descriptions.
  For example:

  DESCRIPTION "abc D_B_C_S_ xyz"

   DOCOMMAND "ls"

  2. Display definition using "conman display" command.
