IV78017: REORDER SHOWS A NEGATIVE BALANCE EVEN THOUGH CURRENT BALANCE IS ZERO

Error description

• Steps to reproduce
  
  1. Create Rotating Item
  2. Set the item to ACTIVE
  3. Add the item to a storeroom
  4. Go to Inventory, set reorder point to -1 so that reorder
  only occurs on reservation
  5. Run Reorder Preview - no rows to display
  6. Go to Purchase Orders - Create a Purchase Order for the item
  to the storeroom
  7. Approve the Purchase Order
  8. Go to Receiving, receive against the purchase order
  9. Do not receive rotating assets, instead void the receipt.
  10. Go to Purchase Orders, Cancel the PO
  11. Go to Inventory - Run Reorder for the item
  Reorder now reflects a negative current balance even though the
  current balance of the item is still 0, it was never received
  to inventory - and the PO was canceled.
