  When a device name changes for whatever reasons retaining same
  IPAddress, poller would stop polling that device upon
  completion of discovery due to incorrect order of topology
  updates from Model process(ncp_model).

• Restart Poller manually upon completion of every discovery.

Problem conclusion

• Fix made in ncp_model to broadcast out delete messages before
  new or update messages for each table. The hope being that when
  a given device with IP address is deleted and replaced with
  another with the same IP but a different name that the poller
  will swap over smoothly.
