Error description

• v3.9-FP4+Ifix - platform independent
  
  Model throws Warnings for each entity if ncp_model moved from
  ServiceA to ServerB. Both servers are in different timezone.
  
  Initial setup was distributed, where ITNM Core(except
  ncp_model) on ServerA and ncp_model on ServerB along with NCIM
  db. All is good until this point. After moving Model process to
  run on ServerA, noticed following errors during start-up with
  same cache (i.e. both ncp_store, NCIM were intact).

Local fix

• Stop the domain, remove the cache files
  ($NCHOME/var/precision/Store.*) , restart the domain and do a
  full discovery.

Problem conclusion

• The problem was because the two servers have different time
  zones. So what happens is that both the cache and NCIM have the
  same UNIX time but the conversation to string for the DB takes
  place on the NCIM server and the conversion to a string for the
  cache takes place on the Core server so we end up with different
  times.
  
  The fix is to adjust the cacheTime to match the timezone of the
  DB before the comparison to dbTime.
