Local fix

Problem summary

• Segmentation error with vmState=0 when there is no space left on
  device with zos64bit JDK
  

Problem conclusion

• strerror()prototype was missing since its assumed as 32-bit
  pointer insteed of 64bit pointer which leads to segfault.
  .
