Error description

• An issue has been found in the merge layers functionality such
  that interface stacking is not taken into account when merging
  layers. This has the effect that logical connectivity on
  logical interfaces which are stacked on top of physical
  interfaces with physical connectivity are not overridden. This
  results in connections being seen in the merged l2 topology
  which shouldn't be. The fix resolves this and takes proper
  account of interface stacking.
