Error description
If the domainMembers table should become out of sync with the cache in terms of domainMembers then even if model is restarted it won't resync. This fix resolves that so it does resync. This is the same problem fixed in APART IV41267 for ITNM 3.9

Problem conclusion
This fix resolves that so it does resync. Tested in the test network by running a discovery, deleting some domain members, then stopping and restarting the domain and confirming that the domain members are reinserted.
